Mahama pardons 863: 819 first offenders granted outright release

President John Dramani Mahama has granted presidential pardon to 863 convicted persons as part of activities commemorating Ghana’s 70th Independence Anniversary.
The decision, announced by the Presidency on Monday, October 5, 2026, was taken under Article 72(1) of the 1992 Constitution, following consultation with the Council of State.
The largest group of beneficiaries comprises 819 first offenders, who have been granted outright release.
The President has also approved the outright release of 13 convicted persons aged 70 years and above, while six seriously ill persons have also been granted outright release.
The sentences of a further six persons serving life imprisonment have been reduced to 20-year definite terms.
Two other convicted persons have been granted outright release following special recommendations, while three cases were approved following petitions. Another three beneficiaries fall under the “others” category, according to the statement.
The Presidency said the decision was taken in accordance with the President’s constitutional authority to exercise the prerogative of mercy.
Under Article 72 of the 1992 Constitution, the President, acting in consultation with the Council of State, may grant a pardon, respite, substitute a less severe punishment or remit all or part of a punishment imposed on a person convicted of an offence.
The Presidency said the latest exercise was intended to mark Ghana’s 70th Independence Anniversary with “an act of mercy and national reflection.”
Ghana will mark its 70th Independence Anniversary on March 6, 2027, marking seven decades since independence.
The decision therefore provides relief to hundreds of convicted persons, particularly first offenders, elderly inmates and those facing serious health challenges.
The Presidency has directed the relevant state institutions to take the necessary steps to give effect to the President’s decision.
The beneficiaries will therefore be processed in accordance with the respective categories of relief granted under the presidential pardon.
