KMA to pilot waste collection and property rate payment system ahead of 2027 rollout
The Kumasi Metropolitan Assembly (KMA) has announced plans to integrate waste collection charges into its annual property rate payment system in a bid to improve revenue mobilisation and enhance sanitation across the metropolis.
The Metropolitan Chief Executive, Hon. Richard Ofori Agyeman, disclosed the initiative during an interview on Otec FM’s Nyansapo morning show on Monday, saying the policy is expected to encourage more residents to honour their property rate obligations.
According to the MCE, many property owners have consistently failed to pay their annual property rates, making it difficult for the Assembly to generate enough internally generated funds for development.
“Most people are adamant about paying property rates, but if we attach the solid waste collection service to it, they will be encouraged to pay because everyone wants their refuse collected regularly,” he told the host, Kwaku Owusu Boateng.
He explained that under the proposed arrangement, residents who pay their property rates would continue to benefit from regular waste collection services, creating an incentive for compliance while improving environmental cleanliness.
“This system will not only improve sanitation but also ensure residents appreciate the importance of paying their property rates,” he stated.
Hon. Ofori Agyeman noted that the policy is expected to be fully implemented in 2027 after the necessary preparations have been completed.
He said the Assembly anticipates the initiative will significantly increase revenue collection, providing more resources for development projects across Kumasi.
“When this takes full effect in 2027, it will boost our revenue and enable us to undertake more development projects while keeping the city clean,” he added.
The KMA Chief Executive further revealed that the initiative will first be piloted in selected communities before the end of 2026 to assess its effectiveness and address any challenges before the full rollout.
“We will begin with a pilot in some selected communities before the end of this year, and the lessons learnt will help us implement it successfully across the entire metropolis in 2027,” Hon. Ofori Agyeman said.
