Foreign Ministry cancels 10 illegally issued Service Passports, interdicts two officers

The Ministry of Foreign Affairs has announced the cancellation of 10 Service Passports allegedly issued illegally to individuals who did not qualify for the travel documents, following preliminary investigations into what it describes as a criminal passport-for-sale scheme operating since 2023.
The Ministry, in a statement issued on Sunday, November 8, said the affected passports were issued after the alleged payment of money to a syndicate operating within the passport administration system.
It disclosed that two officials, including the Acting Director of Passports, Mahama Yahaya Amantana, have been interdicted in connection with the investigations.
The development follows two petitions received by the Ministry, with the first submitted on October 8, 2026, raising concerns about an alleged irregular scheme involving the issuance of Service Passports to persons who were not eligible to receive them.

Following the receipt of the first petition, the Foreign Affairs Minister, Samuel Okudzeto Ablakwa, directed the establishment of an investigative committee on October 13, 2026, to examine the allegations.
The Ministry explained that the investigation was prompted by allegations that an organised network had been facilitating the unlawful issuance of Service Passports to individuals in exchange for substantial payments.
The preliminary findings of the Ministry have reportedly confirmed that 10 individuals who did not meet the requirements for Service Passports obtained the documents through the alleged arrangement.
The individuals identified in the statement are Richard Sakyi Apenteng, Augustina Agyei Boateng, Juliet Amankwa, Rebecca Agyeiwaa, Prince Ahensah, Maybel Ahensah, Twumasi Francis Kwame, Gyabaah Anthony, Frederick Ennin and Bosompem Richard.
The Ministry said the passports were issued between January 2023 and August 2026.
