2026 Mid-Year Budget Review: Ghana won’t rush back to international capital market – Ato Forson

Finance Minister Dr Cassiel Ato Forson has assured that the government is not in a rush to return to the international capital market despite renewed interest from investors.
He made the statement while presenting the 2026 Mid-Year Budget Review in Parliament on Thursday, July 23.
According to Dr Ato Forson, although Ghana has regained the confidence of the international market after being shut out during the country’s economic crisis, the government will only return at the right time.
“Three years ago, Ghana could not borrow from the international capital market at any price, but today, the market is inviting us back. But we are not in a hurry; I want to assure you,” he said.
The Finance Minister noted that Ghana’s debt situation, which he described as a major challenge three years ago, has improved significantly, with the country’s debt-to-GDP ratio falling to 45 per cent and continuing to decline.
“Three years ago, unsustainable debt defined our crisis; today, our debt-to-GDP ratio has fallen to 45 per cent and is still declining ahead of every target. The foundation is solid, and momentum is real,” Dr Ato Forson said.
He stressed that government’s focus remains on sustaining economic stability and ensuring that any future engagement with the international capital market is done from a position of strength.
