NPP releases guidelines for 2028 presidential primary, nomination opens July 29

The New Patriotic Party (NPP) has released comprehensive guidelines for its upcoming presidential primary ahead of the 2028 general elections, with nomination scheduled to open Tuesday, July 29, 2025.

The rules, approved by the party’s National Executive Committee and National Council on Friday, July 25, outline that the nationwide primary will be held in all 276 constituencies on Saturday, Jan. 31, 2026.

A potential run-off, if needed, is slated for Saturday, Feb. 14, 2026, a statement signed by the party’s General Secretary, Justin Kodua Frimpong, said.

According to the statement, prospective aspirants must obtain nomination forms from the office of the General Secretary at the NPP’s National Secretariat in Asylum Down in Accra, upon payment of a non-refundable application fee of GH¢100,000.

A filing fee of GH¢500,000 is also required, with all payments to be made via banker’s draft in favour of the NPP National Headquarters.

In addition, aspirants are expected to pay a development fee, the amount of which will be determined by the National Council.

The statement further said the party’s constitution allows dissatisfied aspirants to file an appeal in writing to the National Executive Committee through the General Secretary within 48 hours of receiving notice of any adverse findings.

It stated that the committee’s decision on any such appeal shall be final.

The statement also cautioned that any aspirant who breaches the stipulated rules or acts in a manner that brings the party into disrepute will face sanctions, including disqualification, under Article 4(7) of the NPP Constitution.

NEW PATRIOTIC PARTY OUTLINES RULES AND REGULATIONS FOR THE CONDUCT OF THE PRESIDENTIAL PRIMARY OF THE PARTY FOR THE 2028 ELECTION

GENERAL ELECTIONS

The New Patriotic Party (NPP), at its National Executive Committee (NEC) and National Council meetings held on Friday, July 25, 2025, considered and approved the following Rules and Regulations for holding Presidential Primary of the Party for the 2028 general elections pursuant to Article 13(2)6) of the NPP Constitution:

l. The New Patriotic Party shall hold Presidential Primary in the 276 constituencies nationwide on Saturday, January 31, 2026, to elect a presidential candidate for the 2028 general election.

2. Nominations shall open on Tuesday, July 29, 2025, and close on Thursday, August 28, 2025.

3. An Aspiring Presidential Candidate (APC) shall procure Nomination Forms after the payment of a non-refundable application fee of One Hundred Thousand Ghana Cedis only (GHC 100,000.00). Payment must be done through a banker’s draft issued in favour of the NEW PATRIOTIC PARTY NATIONAL HEADQUARTERS, ACCRA.

4. An APC shall pay a non-refundable filing fee of Five Hundred Thousand Ghana Cedis (GHC 500,000.00). Payment must be done through a banker’s draft issued in favour of the NEW PATRIOTIC PARTY NATIONAL HEADQUARTERS, ACCRA.

5. An Aspiring Presidential Candidate shall be required to pay a Development Fee as determined by the National Council

6. Presidential Nomination Forms shall be procured from the office of the General Secretary at the National Secretariat, Asylum Down, Accra.

A. ELECTORAL COLLEGE

In accordance with Article 13(1) (1 1) of the Constitution of the NPP and the motion on transitional provision adopted at the National Annual Delegates Conference, Accra, on Saturday, July 19, 2025, the following delegates shall elect the party’s Presidential Candidate:

All Members of the National Council

Il. All voting members of the National Executive Committee

Ill. All voting members of the regional executive committees

All former regional executives

All voting members of the constituency executive committees

All former constituency executives

Vll. All Electoral Area Coordinators

Vlll. The five (5) Polling Station Executive Officers in each Polling Station

IX. All the members of the National Council of Elders

X. Thirty (30) members of the National Council of Patrons.

XI. All the Party Members of Parliament

Xll. All the Party former card-bearing members of Parliament

Xlll. All former Party card-bearing Parliamentary Candidates

XIV. Past National Officers

Three (3) representatives of each of the special organs of the Party

All external branch executive committee members

All former external branch executive committee members

Founding Members who are signatories to the registration documents of the Party at the Electoral Commission

The TESCON president from each recognized tertiary institution.

National TESCON coordinator

All Regional TESCON coordinators

One (l) TESCON Patron from each recognized institution XXIII. All Party card-bearing Ministers and Deputy Ministers

XXIV. All former Party card-bearing Ministers and Deputy Ministers

xxv. All MMDCEs

xxvl.  All former card-bearing MMDCEs.

Ten (10) members from each of Regional Council of Elders

Ten (10) Patrons from each Region

APPEAL PROCEDURE

Pursuant to Article 10 (3) (f) (IV)

1. An aspirant who is dissatisfied with a finding may appeal against it to the National Executive Committee within forty-eight (48) hours of receipt of notice of the finding, by filing an appeal in writing with the General Secretary.

2. The decision of the National Executive Committee on the appeal so submitted through the General Secretary shall be final.

It should be noted that any aspiring candidate who flouts any of the above guidelines and modalities or conducts him/herself in a manner that brings the party’s name into disrepute shall be deemed to have breached Article 4(7) of the NPP’s Constitution and will, accordingly, be sanctioned including being disqualified from contesting in the primaries.
