Government approves Engineers and Planners Ltd for Damang Mining lease after competitive tender

The Ministry of Lands and Natural Resources has approved the recommendation of the Minerals Commission to award the Damang Mining Lease to Engineers and Planners Ltd (E&P), following a competitive tender process.

In a press release issued on Tuesday, April 7, 2026, the Ministry confirmed that it had received and accepted the report of the Tender Committee established under the Minerals and Mining (Licensing) Regulations, 2012 (LI 2176).

According to the statement, “the Commission has recommended that the Damang Mining Lease be granted to Engineers and Planners Ltd, determined by the Tender Committee as the successful tenderer,” a decision that has since been endorsed by the Minister for Lands and Natural Resources.

The Minister further directed the Minerals Commission to “take all the requisite regulatory steps to give effect to the approval.”

The Tender Committee found that E&P met all mandatory requirements and demonstrated strong financial and technical capacity. “E&P’s bid satisfied all mandatory requirements set out in the Notice and provided documentary evidence of access to financing, meeting the USD 500 million minimum threshold,” the statement noted.

It added that the company also showed “experience and knowledge relevant to the operations, infrastructure, and geology of the Damang Mine,” and proposed measures to extend the mine’s lifespan beyond ten years.

Highlighting the evaluation outcome, the Committee stated that “on the basis of the applicable evaluation criteria and scoring, the tender submitted by Engineers and Planners Ltd attained the highest evaluated score,” concluding that the company “demonstrated the highest capability to operate the Damang mine.”

A total of four companies submitted bids before the March 31, 2026 deadline. These included Vortex Resources Mining Group, Engineers and Planners Ltd, Heath Goldfields Ltd, and Maripoma Mining Services Ltd.

However, only Engineers and Planners Ltd and Heath Goldfields Ltd passed the mandatory requirements stage. Vortex Resources Mining Group and Maripoma Mining Services Ltd were disqualified for failing to submit the required documentation.

Following further technical evaluation, Heath Goldfields Ltd failed to meet the minimum qualifying score of 80 percent, leading to the exclusion of its financial proposal in line with the tender guidelines.

The Ministry commended the Minerals Commission and members of the Tender Committee for their diligence, describing their work as critical to national development.

It reiterated government’s commitment to ensuring that the Damang Mine continues to contribute meaningfully to Ghana’s economy.
