Atwima Nwabiagya South Assembly gives landlords six months to provide toilets

The Atwima Nwabiagya South Municipal Assembly has issued a six-month ultimatum to landlords and property owners to provide domestic toilet facilities in their houses or face prosecution.
The directive, contained in a notice signed by the Municipal Chief Executive, Wisdom Osei Boamah, was made available to the Ghana News Agency. It was approved at the Second Ordinary Meeting of the General Assembly held on October 23, 2025.
Under the directive, landlords are required to install adequate and functional toilet facilities between February 1 and July 1, 2026. The Assembly cautioned that its byelaws and other relevant legal provisions would be strictly enforced against defaulters.
“The Assembly will not hesitate to apply the full force of the law against property owners who fail to comply with this directive within the stipulated period,” the notice stated.
The move, according to the Assembly, is in line with existing sanitation and building regulations, which mandate the provision of at least one accessible and functional toilet facility in every residential property to safeguard public health.
The regulations also require property owners to obtain the necessary permits and approvals from the Assembly before undertaking any construction or renovation works, subject to regular inspections.
Explaining the rationale behind the decision, the Assembly said it was aimed at improving environmental sanitation and protecting residents in the Ashanti Region from sanitation-related diseases.
“The Assembly is committed to prioritising public health and safety and working towards the attainment of Sustainable Development Goal Six on clean water and sanitation,” the notice said. “This initiative is intended to promote good health and prevent the outbreak of epidemics in the municipality.”
Residents and landlords have therefore been urged to take advantage of the grace period to regularise their properties and contribute to a cleaner and healthier environment.
