UTAG, TUTAG, CETAG threaten June 13 strike over delayed book and research allowance

The University Teachers Association of Ghana (UTAG), the Technical University Teachers Association of Ghana (TUTAG), and the Colleges of Education Teachers Association of Ghana (CETAG) have jointly issued a stern ultimatum to the government over delays in the release and payment of the Book and Research Allowance (BRA).
In a press release dated June 9, 2025, the three unions expressed frustration over the government’s failure to announce the official exchange rate and begin disbursement of the allowance, describing the delay as “undue” and “deeply concerning.” They warned that this has left many academic staff in a state of uncertainty, undermining vital research and teaching efforts.
According to the statement, the unions met on June 8 and reached a unanimous decision demanding immediate action. “The government must, as a matter of urgency, release the exchange rate and commence the payment process for the book and research allowance to our members,” the release stated.
While acknowledging the already late release of the rates, the unions said they would not tolerate any extension of the payment period beyond September 2025. They emphasized that the BRA is a statutory entitlement under their Conditions of Service and plays a critical role in supporting research and academic advancement.
The unions further warned that failure by the government to act by Friday, June 13, will be interpreted as a formal strike notice. “If the government fails to commence the payment process by the 13th of June 2025, this will be considered a strike notice by UTAG, TUTAG, and CETAG across all campuses,” they stated.
They urged the government to act swiftly to prevent disruptions to the academic calendar and safeguard the welfare of educators and students alike.
The release was signed by the national executives of the three unions, including Prof. Mamudu A. Akudugu and Prof. Eliasu Mumuni of UTAG, Prof. Uriah S. Tetteh and Mr. Samuel Jabez Arkaifie of TUTAG, and Mr. Maxwell Bunu and Mr. Fidelis Kamaayi of CETAG.
